David Miliband has definitively declined the EU Foreign Minister job created and defined by Javier Solana. Javier Solana has reportedly been signed by the Acciona Group as a "consultant" on its international projects. My guess was that he was offered A LOT OF MONEY for the job.
My educated guess is that since the USA opposes Italy's Massimo D'Alema because of Italy's criminal court convictions of 23 CIA agents found guilty there of illegal rendition that despite Frattini's optimistic projection that he may get the job, he probably will not.
My present guess is that Solana will be persuaded to stay on, but only with enormous power concessions to him. Time will tell.
EU's military and tangled foreign policy concerns will at least appear to require somebody of Solana's stature and long experience both in running NATO and the EU itself. What will happen next?

Candidates must be nominated by the government of one of the EU's 27 member states.
Earlier on Monday Mr Brown's spokesman had been asked if the prime minister would rule out nominating Mr Miliband.
He replied: "The prime minister has no intention of nominating David Miliband, because that is not an eventuality that is actually going to happen, on the basis that David Miliband has made it clear that he doesn't want the job."
Mr Miliband has been campaigning for former Prime Minister Tony Blair to get the other job created by the Lisbon Treaty, that of president of the European Council.
The suggestion has been that Mr Miliband might be in the running for the foreign affairs role if Mr Blair fails to be selected for the job of president.
Sweden currently holds the rotating presidency of the EU and is expected to call a special summit within the next few weeks for leaders to decide on a president and high representative.

ReplyDeleteTony Blair was similarly rewarded by his global sponsors, taking a position with J.P Morgan and then Credit Suisse as Advisor on Global economics.
Mandelson is a very dark character indeed. One of the chief architects of New Labour, he has a seemingly indestructable political career.
I would not see him taking a high profile job as he prefers to work behind the scenes.
I still have a feeling that Blair will take the top job.

I’ve given the matter a great deal of thought all week, and I’m afraid I’ve decided that it’s no good putting Peter Mandelson in a prison. I’m afraid he will have to be tied to the front of a van and driven round the country until he isn’t alive any more.
He announced last week that middle-class children will simply not be allowed into the country’s top universities even if they have 4,000 A-levels, because all the places will be taken by Albanians and guillemots and whatever other stupid bandwagon the conniving idiot has leapt onto in the meantime.
I hate Peter Mandelson. I hate his fondness for extremely pale blue jeans and I hate that preposterous moustache he used to sport in the days when he didn’t bother trying to cover up his left-wing fanaticism. I hate the way he quite literally lords it over us even though he’s resigned in disgrace twice, and now holds an important decision-making job for which he was not elected. Mostly, though, I hate him because his one-man war on the bright and the witty and the successful means that half my friends now seem to be taking leave of their senses.
There’s talk of emigration in the air. It’s everywhere I go. Parties. Work. In the supermarket. My daughter is working herself half to death to get good grades at GSCE and can’t see the point because she won’t be going to university, because she doesn’t have a beak or flippers or a qualification in washing windscreens at the lights. She wonders, often, why we don’t live in America.
Then you have the chaps and chapesses who can’t stand the constant raids on their wallets and their privacy. They can’t understand why they are taxed at 50% on their income and then taxed again for driving into the nation’s capital. They can’t understand what happened to the hunt for the weapons of mass destruction. They can’t understand anything. They see the Highway Wombles in those brand new 4x4s that they paid for, and they see the M4 bus lane and they see the speed cameras and the community support officers and they see the Albanians stealing their wheelbarrows and nothing can be done because it’s racist. And they see Alistair Darling handing over £4,350 of their money to not sort out the banking crisis that he doesn’t understand because he’s a small-town solicitor, and they see the stupid war on drugs and the war on drink and the war on smoking and the war on hunting and the war on fun and the war on scientists and the obsession with the climate and the price of train fares soaring past £1,000 and the Guardian power-brokers getting uppity about one shot baboon and not uppity at all about all the dead soldiers in Afghanistan, and how they got rid of Blair only to find the lying twerp is now going to come back even more powerful than ever, and they think, “I’ve had enough of this. I’m off.”
It’s a lovely idea, to get out of this stupid, Fairtrade, Brown-stained, Mandelson- skewed, equal-opportunities, multicultural, carbon-neutral, trendily left, regionally assembled, big-government, trilingual, mosque-drenched, all-the-pigs-are-equal, property-is-theft hellhole and set up shop somewhere else. But where?
You can’t go to France because you need to complete 17 forms in triplicate every time you want to build a greenhouse, and you can’t go to Switzerland because you will be reported to your neighbours by the police and subsequently shot in the head if you don’t sweep your lawn properly, and you can’t go to Italy because you’ll soon tire of waking up in the morning to find a horse’s head in your bed because you forgot to give a man called Don a bundle of used notes for “organising” a plumber."

All of these things are worse than being persecuted for eating a sandwich at the wheel.
I see no reason to be miserable. Yes, Britain now is worse than it’s been for decades, but the lunatics who’ve made it so ghastly are on their way out. Soon, they will be back in Hackney with their South African nuclear-free peace polenta. And instead the show will be run by a bloke whose dad has a wallpaper shop and possibly, terrifyingly, a twerp in Belgium whose fruitless game of hunt-the-WMD has netted him £15m on the lecture circuit.
So actually I do see a reason to be miserable. Which is why I think it’s a good idea to tie Peter Mandelson to a van. Such an act would be cruel and barbaric and inhuman. But it would at least cheer everyone up a bit."

The word in the streets was that Lord Mandelson was to be married.....and folks were making book on whether or not Lord Mandelson's significant other would be introduced as "Lady Mandelson."
But alas....it appears that this was not to be.
Apparently, as of last Spring Peter Mandelson has "struck up a new friendship" with a 32-year-old Italian fashion designer, Marco Coretti, owner of a chic boutique close to the Spanish Steps in Rome.
Apparently Peter Mendelson was introduced to his "new bvest friend" by Reinaldo himself, whilst on holiday in Italy.
Silly Reinaldo.
Apaparently, this "domestic tragedy" led to a historical review of some questionable mortgages acquired by Peter Mandelson.
I am not going to post the link to the article at GOODBYE MAGAZINE because it is just too nasty, but according to the article,
Reinaldo, a ‘language student,’ and presumably a p_ _s-poor one at that, since he has been studying languages since being brought to England more than a decade ago, doubtless on a dodgy visa supplied by Mandelson, was seen moving his possessions out of the “£3.5million house he shares with Mr Mandelson.”
Quite apart from this domestic tragedy, this figure of £3.5 million immediately caught our attention here at Goodbye Towers.
Curiosity piqued, we Googled one of his many previous scandals and discovered that the dodgy and apparently top-secret second mortgage of £373,000 he conned out of cabinet colleague Geoffrey Robinson was for the purchase of a £475,000 house in Notting Hill in 1996.
When he applied for a first mortgage of £150,000 from the Britannia Building Society he “forgot” to tell them that the balance of the consideration wouldn’t be coming from “personal funds” but would in fact be coming from another loan.
It has to be said that even in the age of reckless lending that has just come to an end, even the nobbiest branch manager at the Britannia would have told him to buzz off had they known that the house would be 100% mortgaged.
Even so, the numbers are intriguing.
One imagines that he had to pay all the loans back soon after the story broke, which was in December 1998, since he had made patently false declarations on the loan application, had breached various house rules at Westminster and then lost his job, so went down to aback-bencher’s salary. We imagine that he would have had to sell the Notting Hill house to repay the loans.
Furthermore, he didn’t sell his previous house in Clerkenwell until three months after he bought the Notting Hill house, so was apparently paying two large mortgages from his £40,000 salary.
Quite a feat!

Given that the cabinet job probably only paid him £70k pa, and given that he doesn’t seem to have acquired much equity in his property portfolio, since he was leveraged 100% on Notting Hill, the gravy train of Europe must have been irresistible, and clearly, it worked, because lo and behold, within 4 years of being on it, the impecunious jerk now has a £3.5 million house!
We imagine that it was this masterly management of his finances that got him the job of the saviour of the British economy, and within minutes of his taking the ermine and his appointment as Trade Minister, he went to see that nice Mr. Deripaska on his yacht in Monaco to try to get more money for himself [Surely you mean for Britain? Ed. No, we don't. Staff reporter.]
As it turns out, that "nice Mr. Deripaska" is Russian billionaire/gangster Oleg Deripaska!

Springtime in Brussels and a familiar figure is wreathed in smiles as he announces his latest diplomatic masterstroke.
After three years of talks Peter Mandelson, the EU Trade Commissoner, has secured a bilateral agreement with the tiny Adriatic nation of Montenegro.
'Today's signature is an important milestone,' he cooed. Montenegro's progress towards becoming a reliable world trading partner had been 'remarkable'.
Even so, one imagines that Montenegrin trade prospects rarely dominate small talk at the world's most glamorous restaurants. But they might well have done so at the Moscow dinner table we know Mandelson to have shared with his good friend, Oleg Deripaska, only a few weeks before the Brussels' announcement in April.
Or, indeed, on any of the other occasions when the commissioner has broken bread with the Russian and their mutual friend - and Deripaska's business partner and adviser - the British financier, Nat Rothschild.
Why? Because Deripaska, Russia's wealthiest man, is also the single largest private employer of Montenegro's 680,000 population, responsible for half of the nation's legitimate economic output.
Rothschild - who this week caused a political firestorm by accusing Geroge Osborne, the Tory Shadow Chancellor, of soliciting a £50,000 donation from Deripaska - also has a stake in one of the Russian's projects in Montenegro, as well as other heavy business links with him.
Indeed, this unholy alliance may very well be the key to understanding Rothschild's astonishing betrayal of his old university chum, Mr Osborne.
BUT why has a tiny state like Montenegro assumed such importance to Deripaska and his business partners? It is no secret that the country has a significant and well-established black economy. As one Balkan business analyst said: 'It is the one country in the region that isn't just bedevilled by corruption, it's a kleptocracy.'
Montenegro, which broke from a federal union with Serbia two years ago, has been governed by prime minister Milo Djukanovic since 1991.
Djukanovic is an interesting character. He had long been ' tolerated' by the West for opposing the regime of late Serbian tryrant Slobodan Milosevic. But allegations of links to hugely profitable, mafia-run tobacco smuggling between his country and the EU have seen him repeatedly investigated by Italian prosecutors.
If Djukanovic is the political leviathan of this tiny state, then his friend Deripaska, similarly tainted by alleged mafia-links, is his economic equivalent.
It is said that Djukanovic personally handled the controversial sale of Montenegro's most important state-owned industrial asset - the KAP aluminium firm - to a subsdidiary of Rusal, Deripaska's aluminium concern.
Rusal is the world's largest producer of the metal and benefited greatly from two EU aluminium import tariff cuts which were made while friend Mandelson was trade commissioner.
Some say that KAP was considerably underpriced. There are whispers of kickbacks.
Others resent the way in which Russia has taken such a huge stake in their country.
Since 2001 Russia has commanded first place in the countries investing in Montenegro...

Britain was on the verge of coming away empty-handed from the carve-up of Europe’s top jobs yesterday, even as Lord Mandelson’s name entered the fray as an 11th-hour candidate.
The Business Secretary was forced to deny that he had canvassed for the job of EU foreign minister after the prospects of capturing one of the new posts faded for Tony Blair and David Miliband. Last night Fredrik Reinfeldt, the Swedish Prime Minister, said that he expected Europe’s first president to be named after a dinner in Brussels on November 19.
Yesterday President Sarkozy talked up the Belgian Prime Minister as Europe’s first president, seemingly abandoning Mr Blair as his first choice. Mr Miliband is preparing to make a statement ruling himself out of the running for EU foreign minister, the other job created by the Lisbon treaty, according to friends. After the fading of Mr Blair, Paris and Berlin have fallen behind the idea that a Briton should take the job. Mr Miliband was the first choice but, according to Le Monde, Lord Mandelson “discreetly sounded out the Élysée Palace in order to promote his candidacy” for the post.
A spokesman for Lord Mandelson said last night that the Business Secretary had been sounded out about stepping into the breach left by Mr Miliband but denied that he had sought President Sarkozy’s backing: “It is true to say that when he was in Brussels a number of people approached him.”
