"Democracy promotion has never been a top foreign policy priority for the United States or European Union, but there is considerable scope for enhancing EU-US interaction in the field, according to a recent meeting of experts. Leading scholars and practitioners from both the US and Europe met for far-reaching discussion about the transatlantic dimensions of democratisation on October 4th and 5th [2004] at Stanford University's Center on Democracy, Development and the Rule of Law.
"Signs of ferment within the societies and cultures of the broader Middle East have
imparted new vigour to such discussions within the transatlantic community about
what can and should be done to assist democrats in that region and elsewhere.
While the US has been engaged in democracy promotion since 1945, the EU's
engagement in the field is a recent post-Cold War phenomenon, the conference
heard.
But differing transatlantic concepts and instruments of democracy
promotion between the EU and US are due less to historical factors than to
varying geo-strategic needs, capacities and perceptions of threat, seminar
participants suggested. "The EU's military weakness and the pressing need to
engage its troubled periphery have prompted the EU to develop a common approach
or orientation based on concepts and instruments nurtured through EU
enlargement," says Amichai Magen, a CDDRL Fellow who with Yitzhak Rabin, a
Fulbright Scholar at Stanford Law School, initiated and organized the workshop.
The EU makes extensive use of positive “democratic conditionality” through two
main rewards to non-members: institutional ties (the strongest of which is the
promise of full membership); and financial and technical assistance to ease
transition to market economies, enhance administrative capacity and facilitate
subscription to liberal norms.
"Stanford conference participants discussed variations of US-EU interaction in the field. Firstly, greater “co-ordination” of US and EU institutional and delivery capabilities would help avoid divisive tactics used by countries such as Cuba, Russia and many Arab regimes that are eager to minimize external democratising influences. A second school of thought prefers “collaboration” to a tight co-ordination of policies they consider unrealistic, undesirable, or both. Collaboration generates greater participation by non-state actors that are better positioned to engage than national or international bureaucracies. Thirdly, “co-operation” can also involve flexible case-by-case interaction, avoiding overt or institutional EU-US association.
"The wide-ranging reforms (from economic liberalization to human rights'
compliance) required for countries even to be considered for EU membership have
provided a compelling imperative for democratisation along the EU's volatile
periphery. In this respect, the conference heard, the EU has become a “democratic
hub” or “gravity” model using normative pressures, trade, aid, democratic
conditionality and socialization mechanisms to promote reforms. The EU has been
less willing to use negative measures – i.e. withdrawal of aid and sanctions.
"Until political criteria governing eligibility for the Millennium Challenge Account were established, the US traditionally did not use ex ante conditionality.
By contrast, expert American commentators at Stanford could not define a similarly coherent “American strategy.” US democracy promotion activities were described as more fragmented, sporadic and heterogeneous, partly reflecting the diversity of
agencies involved. They also tend to be more narrowly defined (on elections,
institutions, civil society) compared with the EU's more holistic, consistent
and long-term strategy of building long-term relationships and generating
gradual, controlled change through “managed-compliance.” Nevertheless,
participants considered joint strategies for advancing mutually reinforcing
changes to be a potentially rich area for exploration.
"Participants identified four distinct regime types that present different challenges for the US and EU. In both “opening regimes” and “hybrid-regimes,” a major challenge is one of consolidation and preventing backsliding and the entrenchment of
illiberal democracy. Conditionality and aid have been effective in such cases,
as in most of post-communist central and eastern Europe. But they have been less
successful in a second regime type: those states and international protectorates
characterized by weak institutions and administrative capacities, as in Serbia
(including Kosovo), Bosnia-Herzegovina, Albania and Romania, where ruling elites
are attracted by external incentives but lack the judicial and administrative
capacity to effectively implement reform.
"China is probably the most important current example of a fourth regime type -- a “pre-transition” non-democratic country. But in geo-political terms the North African and eastern Mediterranean countries are a critical cluster, given the combination of strong US interests and European engagement through the Barcelona Process and European Neighbourhood Policy. Finally, a “hard core” of states, including Iran, Syria and Saudi Arabia, pose particularly complex and divisive challenges for the EU and US.
"Some European participants suggested that EU leverage in such societies requires distancing itself from a US that has become “radioactive,” especially in the Middle East. Others suggested that long before either the Iraq war or the Bush Administration, the EU, and especially France, already sought to define themselves in opposition to the US.
"Participants agreed that both the US and EU need to review, reconsider and
perhaps redesign their own institutional instruments and procedures for
democracy promotion. A project that identifies specific places or themes for
cooperation, as well as places where the EU and US should avoid open
competition, would clearly be of interest and use to democracy promoters on both
sides of the Atlantic.

ReplyDeleteAlthough a 2004 document, the information was TOTALLY relevant to events we’ve been watching. I’ve yet to read another document which so clearly links ‘the good doctor’ and his significance to key issues and his relationship to Global Governance..
Much is written in this document referring to the European Neighborhood Policy.
Of particular interest to me were some references on pages 16-18 .
…“The political conditions set by the European Commission are not entirely its own initiative or specialty. Some of the requirements are closely linked to the High Representative’s own agenda and stem from reform plans he has pursued himself. …”

So what’s in your wallet?
ReplyDeleteWhile we owe a debt of gratitude to all those who are keeping track of the rise of anti-christ and the construction of his so-called “new world order”, all this information and research will be in vain if it is not used wisely.
It is not sufficient to merely become aware of “the spider”, but we must also discern each and every thread of her web as well. What good will it do to reveal “the beast” if one does not also reveal the methods by which he (or she) seeks to entrap us?
All of us, even now, are empowering the anti-christ system to have control over our lives.
Are we addicted to our computers?
Can we live without email?
Are we in debt to one or more financial institutions?
Do we live by the almighty debit card?
Do we fear identity theft, the pollution of our credit scores, the repossession of our vehicles, homelessness,
or other financial hardship so much that we will trade our very souls to maintain our comfortable lifestyles?
Do we fear a terrorist bomb, a letter full of anthrax, or some other potential threat so much that we willingly trade what’s left of our already limited freedoms for the grand illusion of “peace and safety”?
The mark of the beast is not something that will be forced on us, but rather it is something we will choose to accept because we are already entangled in his world.
How many people think they can just live in the anti-christ’s system up to some specific point, then turn and walk away before having to make the ultimate compromise? Such thoughts are naive and dangerous!
Please do not misunderstand me. I am not disparaging in any way the important work done by Constance, Rudi, or all you others out there who are busy tracking the rise of the anti-christ system. But I am beginning to question what our response should be to the information being gathered. We are to be salt and light, yes. Stupid, no.
Personally, I do not promote adopting some kind of bunker mentality. We are in the world, but not of it. We should be looking up, not down. And if we who believe and trust in Christ are to suffer for our faith, so be it. But for a great many of us, our faith is weak, and from what I can see, may not be up to the challenge that is coming our way.
I’ve talked to some who think that when the time comes they can escape the anti-christ’s system by moving to some remote corner of the country and survive by raising cows and chickens. They have not been keeping up with the one world government controls being put in place to “protect” our food supply from mad cow disease and potential bird flu outbreaks.
I’ve talked with some who think they can move to a remote corner of Montana or Idaho and hunt elk to survive. These folks have simply not been keeping up with the wolf reintroduction program (designed to limit game stocks), nor are they aware of the massive increase in government policing powers. They also forget that millions of other gun toting American’s have a similar fantasy of becoming some kind of "Jeremiah Johnson" overnight.
I am reminded of that earthly promise, “out of chaos, order”. Seems imminently significant to me.

Okay, I don't mean to be a bogart...but this morning's (Jan. 8) Daily Bread reading is most encouraging. I've taken the liberty to post the entire piece. It's for anyone, like me, who has been growing a bit discouraged lately.
ReplyDeleteEverything looked bleak to David and his men when they arrived at Ziklag (1 Sam. 30:1-6). The Amalekites had attacked the city and taken their wives and children captive. The men were so discouraged that they wept until they had no more energy. And David, their leader, was “greatly distressed” because the people were contemplating stoning him (v.6).
In the end, David’s army rescued their families and defeated the Amalekites. But the story takes a great turn even before that when “David strengthened himself in the Lord his God” (v.6). Other translations use the words encouraged or refreshed.
The text doesn’t say exactly how David did this. But it makes me wonder, In what ways can we strengthen, encourage, or refresh ourselves in the Lord when we’re feeling discouraged?
First, we can remember what God has done. We can list the ways He has cared for us in the past, and how He has provided for us or answered a prayer request.
Second, we can remember what God has promised. “Be strong and of good courage; . . . for the Lord your God is with you wherever you go” (Josh. 1:9).

Thanks for your good input, Paul. I think Oldman and Doug are both right. We shouldn't be consumed with worry, but how many of us are so enmeshed in consumerism that we could not handle being cut off from buying and selling? Oldman is right to sound the alarm about living on credit and being too tied into the world. In the last few years my husband and I have paid off all of our debt except our mortgage and are hoping to sell the house this spring and see what we can buy for cash from the proceeds--something very tiny, but paid for! I know this is not a possibility for everyone, but the closer we live within our means, the less we will be like foolish virgins.

ReplyDelete(1) Scripture shows him coming out of one of the areas left by Alexander the Great. See Daniel 8 for instance.
Alexander's empire was divided into 4. The Antichrist will rise out of one of these 4. Most old commentators believed he would arise from the Assyrian empire because one of the Antichrist's titles is the "Assyrian."
This idea is strengthened when we realise that the "people of the prince who shall come" who destroyed the temple were of the Roman empire but were enlisted from Assyria...the tenth legion. So Antichrist will arise form this area not Spain.
(2) The 7 year peace deal is one of 2520 days. This is proved because after 1260 days or in the middle of the week Antichrist breaks the agreement. 2x 1260 =2520. These equal 7 years of 360 lunar days (old reckoning)not our version of 7 years. So we do not look for a 7 year deal. But an agreement that GOD says will last 7 lunar years not man. And somehow he will be a part of this Revived Roman Empire. It is interesting to note. Many modern Assyrians have moved into Europe. See Wikapedia. Any bible or historical scholar will tell you these above facts.
I don't want to seem cocky but this was common knowledge among bible scholars of years gone by.

ReplyDeleteRespectfull, I will disagree with you, on the Daniel 8 prophecy. I spent a year studying on Daniel alone, and while I can still spend more time, it was quite clear to me, that with the advantage of having history books already written that Daniel 8 was clearly a prophecy for the Jewish people to depict the arrival of antiochus epiphanies. The key is in verse 14 where the angel speaks of the 2300 evenings and mornings. It is a separate prophecy and does not correspond to the same time frame as a 7 year covenant which would be 2520 evenings and mornings.
Daniel 8 is a forshadowing and a picture of what is to come with the antichrist, but clearly the small horn in Daniel 8. The other reason I feel that the small horn is not the final ruler is that in verse 19, the angel says that this information is important because it PERTAINS to the time of the end. That alludes to the idea that you will need this information later, but everywhere else it is indicated as to when it is THE END. and in verse 26, he says that it pertains to many days in the future, not the end.
Just as in Daniel 11, you do not see the rise of the final antichrist figure until verse 36, the king mentioned prior to him is Antiochus Epiphanies.
It would take a lot of time to type out the genealogies and history here, but if anyone needs it, I would be happy to show how Antiochus fulfilled those prophecies, including his descretaion of the temple which lead to the Maccabbean revolt, and while the final AC will act much like him, he will indeed be his own separate person. The abomination of desolation happens twice, once with antiochus and again with the antichrist.
Bob, however, if you will please help me find the scripture relating to "the assyrian" I would be happy to look at that, as no one has yet to show me how that specifically relates to the antichrist.

ReplyDeleteIn Daniel 11 verse 40, it alludes to event where at the end time, the king of the South will collide with him and the king of the north will storm against him with chariots...
Throughout the entire chapter 11, the north is historically Assyria and the south is Egypt. How can the king of Assyria storm against himself. It would definately make sense that the final "king"/antichrist will not be an Assyrian.

ReplyDeleteThanks for finding those scriptures for me. I had read that passage before and not taken note of it in reference to the AC, but thank you. I will have to study it in context to see, but just skimming over it, I don't read any concrete references to it being the "end times"
I am in no way trying to get everyone riled up, I am just presenting what I have learned through observing what the text says in Daniel.
My final thought on the subject (for tonight (smile))would be that I view the book of Daniel as a blueprint in which we can place all the other scriptures into.
In Daniel 2, we get a wonderful overview of the last kingdoms from the time of Nebuchadnezzar to when God sets up his kingdom. In the statue- God chooses to reveal to us the order of kingdoms, first the head of Gold- representing Babylon, then the chest of silver- Medo-Persian, then the thighs of Bronze,- Greece and then the Legs of Iron- Rome.
Gods final kingdom is portrayed as a rock cut without hands that crushes the feet of the statue- still represented by iron (Rome) but now mixed with common clay.
No where on the statue does the Assyrian empire come into play. The final kingdom on Earth at the time that Gods kingdom comes will have to be Rome, and as it no longer exists, I expect, as do others that it will have to come back alive- hence the dreadful and terrifying beast reference in Daniel 7.
I would venture a guess that the Assyrian could be a reference to the king of Assyria that took the Northern kingdom captive, as Isaiah was written prior to that event happening.
Anyhow, I truly believe, that prophecy was written for us to recognize when it happens, not to overly speculate as to what might be, as the minds of men do not fully comprehend what the mind of God is and all of his plans.

Israel's Prime Minister Olmert's use of the term "fundamentalism" in his greeting to President Bush this morning (Wednesday) made me wince. He said, ""You are our strongest and most trusted ally in the battle against terrorism and fundamentalism and a staunch supporter of our quest for peace and stability."

Rich's timely post points out that according to the EU's Extreme Fundamentalism and Terrorism Group (EFTG)...
"Fundamentalism has been defined as an attitude where non-negotiable principles are introduced to politics from a transcendental source, holy texts or a divine discourse. From the point of view of fundamentalism, religion expresses a divine order, which ideally embraces all life spheres. Could this be the real meaning of "sustainable".
ReplyDeleteI write this because it is the buzz word of our day as far as environmental issues, but this tells me it is more about political structure and cooperation of the people. Areas that are highly cooperative have more democracy, and areas that are more "turbulent" or resistant behaviors to the" ideal" will have more Bureaucratic control.
The word sustainable is confusing. Here I am thinking along the lines of "global warming" and sustainable, renewable natural resources and conservation. As I dug a little deeper I found it to mean a political philosophy, a balance between Bureaucracy and Democracy. I will pass on to you the links.

An additional thought for those being used through NGOs. NGOs are being used to bring about change. NGOs don't fund themselves. They are funded through foundations. Once the desired changes come about, the funding will probably be pulled and those stupids who think they are bringing about a new utopia will soon learn that they have been used and are usless as control becomes centered in the political sphere.

ReplyDeleteAs I have sat here at my computer and studied and studied more.I realize, it is such a blessing and privilege to be living in a land of freedom, and to be able to research and discuss such things among ourselves.
Being a Christian, being aware of the times we are living in... our antennas are up so to speak. We see that America could be next and our freedoms will take on a new dynamic if our leaders join the "global" cause, if they haven't already. I think George Bushes resistance has bought us some time. But I do think MHO our next President will be the one who will become full member of EU.
So as long as we are here serving the Lord and being keenly aware and awaken out of our sleep, how then ought we to behave and live in light of all this information that is unfolding? We are watching prophecy unfold before us like birth pains, more frequent and intense with a short period of time.
1st) We should *not* be fearful or discouraged by what is coming, because we do have tremendous scriptural insight and we know through scripture how this will all culminate. But we should be encouraged and built up in our faith as we watch Gods word through prophecy being fulfilled, as He said it would happen. We know the end, and I will tell you, I am looking so forward to that time when we see Jesus face to face, in His glorious Kingdom of all Kingdoms. I think many of us are apprehensive to a certain degree because we also know what the unbelievers are heading for and how they are being seduced into this global community ideal.
2nd) We should be prayerful, staying focused on our Heavenly Father, pressing in, drawing near to Him and wait for His will and plan for us in such a time as this (I think of Esther). Drawing strength from His word (I have been finding the Psalms to be of great comfort, courage and faith building) and staying in fellowship with like minded Christians. I would highly encourage to form prayer groups. If ever their was a time of needing Gods strength and power is now. We need to throw off those things that hinder, repent of sins that distract and bog down your walk and instead be slaves to righteousness and full of good works.
3rd) We should be active in ways that honor God and glorify God. We should be a people seeking every opportunity to do good, going out of our way to help others as God strengthens us, building a loving and helpful reputation in the name of Jesus. Many more need to know and this could be our last opportunity.
4th) We should get our lives in order Spiritually Luke 21:8-36 and not be like the 5 foolish virgins in Matthew 25: 1-13. They (the 10) were all invited to the wedding and had their garments ready, and they themselves were ready to go, but they lacked one thing, and it disqualified them from entering in. They did not have oil in their lamps. This tells me of the Holy Spirit and that we need to ask to be filled if we haven't already, and I'm sure many of you agree and have done this.
5th) Trust in the Lord Prov.3:5-6 and Psalm 37:3-5
To keep our lives in check 2 Chronicles7:12-14
12 Then the LORD appeared to Solomon by night, and said to him: “I have heard your prayer, and have chosen this place for Myself as a house of sacrifice. 13 When I shut up heaven and there is no rain, or command the locusts to devour the land, or send pestilence among My people,
14 if My people who are called by My name will humble themselves, and pray and seek My face, and turn from their wicked ways, then I will hear from heaven, and will forgive their sin and heal their land.
May this encourage you and strengthen you as we continue to see events of biblical proportions unfold before us and make the most of this opportunity set before us. Looking unto Jesus the author and finisher of our faith. Keep up the good work.
