Javier Solana's newest Kosovo dilemma

IS JAVIER SOLANA BETWEEN A ROCK AND A HARD PLACE OVER KOSOVO?

Javier Solana indeed appears to have a new potential migraine headache. The UN has said the EU must find "a new legal basis for independence from Kosovo. Serbia has a dilemma over it, too. They desire European Union membership. Read all about it here.

Now, here's his dilemma. Javier Solana has wanted independence for Kosovo from Serbia (part of the former Yugoslavia) at least, as far as I can tell, since 1999. Russia has been opposed. Russia was also opposed to the Belgrade bombings, which were over the Kosovo issue, in 1999. The United States is for Kosovo independence. So, officially are Great Britain and France. Germany is hesitating. Now it turns out that Javier Solana's native Spain is also reluctant to go along with the scheme. Kosovo is to the Serbian Orthodox Church as Jerusalem is to the Jews; as Mecca is to the Moslems; as the Vatican City is to the Catholics; as Salt Lake City is to the Mormons, etc.

Granting independence to Kosovo, also an important cultural center for the Serbs is both a painful cultural and religious wound to that country. Spain is fearful of granting Kosovo independence from Serbia, because it would set a dangerous precedent for its own separatists to demand their territorial independence. Hungary, Greece, Slovakia, Cyprus and Romania are reluctant to go along with that program for the same reason. On the other hand, economically devastated Serbia sees potential rehabilitation should it become part of the European Union. How will their stance on Kosovo independence potentially affect that?

So what's Javier Solana going to do about it? It should be interesting to watch. Stay tuned!

I see Javier restoring economically devastated Serbia with help from the European Central Bank

Serbia will get Euro assistance to rebuild economically.

Second Observation:
Javier will have to "Change the Guard" in regards to Kosovo. Whether that will be a "natural or man-made metamorphosis" to bring unity in the region.
He may also try to plant the mindset of how wonderful it is to be connected with the EU, economically, agriculturally, militarily, yadah yadah yadah.

BUT

National Socialist Serbia of WWII is still in the hearts and minds of Kosovo no matter what Western propaganda writes in history and until this is addressed Kosovo will remain a thorn in Javier's side.

Will this instigate more powers to Javier and the UN or maybe NATO to address the issue? probably.

These are just my thoughts.

10. What is your view of the new EU Reform Treaty?
ECFR’s membership does not take a collective view on the reform treaty. However, in relation to the EU’s external relations, the need for EU member states to ‘speak with one voice’ and back EU foreign policy with the full weight of the EU single market, aid budgets, diplomatic force and military requires a strengthened role for the EU High Representative and the creation of a ‘European External Action Service’. The EU’s current arrangements are too fragmented to be effective. At present the European Commission has about 3,500 staff working on external relations, over 120 overseas representations and a foreign policy budget that will soon rise to around €10 billion a year. However its operations are separate from those of the High Representative Javier Solana who has a total of about 500 staff (including the military staff), a budget of just €125 million and no more than a handful of overseas representations. The Reform Treaty would not only bring together the two sides of EU foreign policy by making the High Representative a vice president of the European Commisison, it would also give the member-states more leverage over how the European Commission uses its resources. The Reform Treaty contains many proposals that would help to bring about a more ‘coherent and vigorous’ EU foreign policy.


NOTE HOW IT SAYS THEY WANT EUROPE TO SPEAK WITH ONE VOICE THROUGH THE HIGH REPRESENTATIVE, E.G. J - A - V - I - E - R S - O - L - A - N - A !!!

I see obviously that this ECFR is a George Soros (Open Society) organized and financed one. This may show that Soros is openly backing Javier Solana to be the one voice speaking for Europe!

So, if the Reform Treaty will "bring together the two sides of EU foreign policy" (as the article states), Dr. Solana will apparently, eventually, oversee a staff of 4,000 people, 120+ overseas representations and a budget of 10+ billion euros.

While searching for more information on the European CFR I found the following link. This is why I very often feel overwhelmed and underinformed. I knew about the CFR here in the US, but I didn't know that a European branch had just been formed.

As everyone knows, the East coast branch of the CFR, which has been around since 1921, is far more than just a think tank which has little if anything to do with the branches in other cities. It's what one might call a master planning branch of the government.

In connection with the European Council on Foreign Relations information, here is information on CFR promotions here in the US.

"The Council on Foreign Relations also has supported regional and global currencies designed to replace nationally issued currencies.

In an article in the May/June issue of Foreign Affairs, entitled "The End of National Currency," CFR economist Benn Steil asserted the dollar is a temporary currency.

Steil concluded "countries should abandon monetary nationalism," moving to adopt regional currencies, on the road to a global "one world currency."
